እናት እና አባት ወይም ከሁለቱም አንዱ ኢትዮጵያዊ ወይም ትውልደ ኢትዮጵያዊ ሆነው ልጆቻቸው የሌላ ሀገር ፓስፖርት ያላቸው ከሆነ በኢትዮጵያ ውስጥ ለመኖር፣ ለመማር እና ሌሎች ተግባሮቻቸውን ለመከወን  የሚከተሉትን አፅንኦት ሰጥተው ደንቦቻችንን እንዲፈፅሙ ይጠበቃል፤ ካልተፈፀመ ግን በደንብ ቁጥር 559\2017 የተቀመጡት ተፈፃሚ ይሆናል። በመሆኑም 

1. የሌላ ሀገር ዜጋ ከሆነ ያገልግሎት ጊዘው ያላለፈ (valid visa) ሊኖራችሀው የግድ ነው።
2. በውጭ ሃገር የተወለዱ ከሆነ ከኤምባሲያቸው እና ከኢፈድሪ የውጭ ጉዳይ ሚንስቴር የተረጋገጠ የልደት ወረቀት ( authenticated birth certificate)፣ የአገልግሎት ጊዜው ያላለፈ ፓስፖርት እና እንደ አስፈላጊነቱ ሌሎች ማስረጃዎችን ይዘው ቀርበው የትውልድ መታወቂያ ወይም የትውልድ ማህተም ማውጣት ይችላሉ።
3. በሀገር ውስጥ ተወልደው የአገልግሎት ጊዜው ያላለፈ የሌላ ሀገር ፓስፖርት የያዙ ከሆነ የተረጋገጠ የልደት ወረቀት (authenticated birth certificate)፣ እና ሌሎች ተጨማሪ ማስረጃዎችን ይዘው ቀርበው የትውልድ መታወቂያ ወይም የትውልድ ማህተም ማውጣት ይችላሉ።

For Children of Ethiopian Descent Holding Foreign Passports

If one or both parents are Ethiopian citizens or of Ethiopian descent, and their children hold foreign passports, the following requirements must be met for the children to reside, study, and conduct other activities in Ethiopia. Failure to comply will result in the application of regulations outlined in Regulation No. 559/2017. Therefore:

• Valid Visa: If the child is a foreign citizen, they must possess a valid (unexpired) visa.
• Birth Abroad: If the child was born abroad, they can obtain a Certificate of Origin or Origin Stamp by presenting:
  • An authenticated birth certificate (verified by their embassy and the Ethiopian Ministry of Foreign Affairs).
  • A valid (unexpired) passport.
  • Other supporting documents as required.
• Birth in Ethiopia: If the child was born in Ethiopia and holds a valid (unexpired) foreign passport, they can obtain a Certificate of Origin or Origin Stamp by presenting:
  • An authenticated birth certificate.
  • Other supporting documents as required.
